European Funds - delivery system
Together with the new EU perspective, we have about 80 billion Euro at our country's disposal. This is a large amount, and therefore an appropriate organisation will also be needed in order to distribute these resources well.
An important commitment that will enable us to prepare a good system is very important. All activities in this respect should be coordinated by the Minister of Development. It is up to him to check the procedure and whether it is running smoothly. It should prepare partnership agreements under which grants will be shared. In our country there is also a special Committee for the Partnership Agreement, which is responsible for supervising and controlling the proper functioning of the institutions responsible for the distribution of funds from the EU.
Representatives who manage the programmes will also work within the Office. The correctness of the whole process is connected with various institutions that prepare particular programmes. The responsibility for the coherent operation of all elements will rest with the Minister for Development. It should be the one to decide how the resources should be distributed in a given situation in the framework of regional activities. The Management Board to be appointed shall determine the operation of the programme in the region concerned. They should monitor the implementation process and establish the programme under which grants are to be awarded. It will be important to include information about the programme.
The funds should be distributed according to what the beneficiaries' assumptions will be. There should also be people whose task it will be to assess and implement the products. In this way, it will be possible to determine whether everything is implemented according to the assumptions. The European Commission must confirm that the expenditure is in conformity with the applicable provisions of Polish law and standards that operate within the EU. That is why this issue is important, within the framework of which it will be necessary to organise appropriate assistance for everyone.
Intermediate bodies may organise implementation activities to delegate part of their responsibilities. The Audit Authority, which has also been appointed, will be responsible for the audit, within the framework of which it will be possible to supervise EU projects. With each programme we also have a Monitoring Committee, which has important tasks. It is responsible, inter alia, for monitoring how the programmes are implemented, receiving applications and evaluating projects. All financial projects within the EU should be monitored and accounted for on an ongoing basis so as not to expose themselves to reimbursement.
